The Alms House on Locust Street was built in 1799 and is the oldest extant purpose-built alms house in the state. The City of Hagerstown purchased this property at auction and, after considering options, decided to tear down the building for a neighborhood parking lot.

Penny Nigh, a Hagerstown City Councilwoman, drew much attention and put forth a tremendous effort to save the house before she approached the Trust. WCHT consulted with the mayor, council and staff of the city and persuaded them of the value of the property. A Request for Proposal was put out and responses received. The Alms House will be restored and put back on the tax rolls.
